Upcoming changes to payroll and working time reporting from 2028
We would like to keep you informed about an important upcoming change in payroll and working time reporting to the Belgian social security authorities (RSZ).
As of 1 January 2028, a new reporting system called the Wage Data Transfer System (LTDS) will become mandatory. This system will gradually replace the current quarterly declaration (DmfA).
What is changing?
The current quarterly reporting system no longer fully reflects today’s increasingly flexible and diverse career paths. With LTDS, payroll and working time data will be submitted at least monthly and with a higher level of detail. This will enable the authorities to further develop their services.
Timeline
The transition will take place in several phases:
- From 1 January 2027: voluntary adoption of LTDS
- From 1 January 2028: LTDS becomes mandatory
- 2028–2029: LTDS and the current DmfA system will run in parallel
- From 2030 onwards: DmfA will be fully phased out for new submissions
